Так, Фолклендская война заметно повлияла на популярность Маргарет Тэтчер. Война в Персидском заливе привела к росту популярности Дж. Буша-ст., а теракт 11 сентября 2001 г. способствовал увеличению поддержки Дж. Буша-мл. Ряд примеров может быть продолжен. В статье анализируется феномен объединения населения вокруг национального лидера во время кризисных ситуаций, получивший название rally around the flag. Мы систематизируем существующую литературу по данному вопросу и делаем выводы о фундаментальных предпосылках теории. События, в отношении которых возможно возникновение данного эффекта, должны отвечать следующим требованиям: значимость для общества в целом, международный уровень, внезапность, непосредственное участие президента в разрешении проблемы и наличие персонифицированного Другого. Возникновение “ралли- эффекта” тесно связано с особенностями освещения событий в СМИ и уровнем патриотизма населения. В статье отмечается, что, несмотря на значительный масштаб, которого может достигать данный эффект (рост рейтинга до 35%), продолжительность его сохранения не столь уж велика (до полугода). Последнее уменьшает соблазн сознательного провоцирования конфликтов представителями власти с целью приобретения большей поддержки населения.
