Аннотация

The active self-organization of citizens of Russia in 2010-11, as the result of reactions to ecological risks, revealed the rising potential of civilian networks. There are two types of civilian mobilization networks, the organizational type and the individual, the speed and effectiveness of which depend largely on the use of information and communication technologies.
