Аннотация

Institute of foreign of  private tutors, as a form of home education,  starting from XVII century, has had a significant impact on the development of the national education system in Russia. Change of requirements to professional  competence of the private tutors -foreigners, entailed the creation of a system of control and restriction of activity of teachers-foreigners on the territory of Russia. Private tutors are native patterns of the Western system of values, culture and education, language that is necessary for building the educational and occupational trajectories and for successful career for the children of modern elite of Russia. In  the present situation on the market of home education we see The high professional status , on the one hand, and almost absence of legal status  of the private tutors, on the other hand.
